association finally breaks its silence. the nra promising to take part in a gun control debate it has scheduled a friday announcement. more on that in a minute. first to the white house and cnn's dan lothian. >> reporter: white house aides say this will be a chance for the president to talk more about the process of setting up this effort which, as you pointed out, will be led by vice president biden. i'm hearing also as part of that effort will involve homeland security, the education department, health and human services and also the justice department will be looking at ways that they can come up with policies to address this issue of gun violence. again, this is the president reacting to some pressure as to what he would do. you know, right after this violent event took place, the president came out and said that he would take action. that his administration in the coming weeks and months would be looking at ways to prevent something like this from happening again. so this is the first visible action that this administration has taken to -- is taking, rather, to meet that demand.

on guns will kick off a new fight in washington. the nra spent $18.6 million supporting and opposing candidates during the 2012 cycle. according to the sun life found case, 51% of the numbers of the new congress have received funding from the national rifle association's political action committee at some point in their political careers. the nra is known for staying silent, running out the clock after tragedies like the one in newtown but yesterday there was a sign that they may be feeling more political pressure than ever before and from the changing tone around the country. group released a statement saying, "they are shocked, saddened and heartbroken by the newtown tragedy." out of respect for the families and as a matter of common decency we have given time for morning prayer and a full consideration of the facts before commenting. the nra is prepared to offer meaningful contributions to make sure this never happens again. the nra also announced a major news conference in the washington, d.c. area on friday. they didn't say where. while the nra spent several days mostly quiet, n

the administration will act is still in question. meanwhile, nra president pierre will publicly address the newtown tragedy tomorrow. it is the first time the nra has addressed it. when you say why has it taken this long, this is a dramatic shift for the nra overall. they have remained silent following other mass shootings. for these years. people have been afraid of the leadership of the nra who really have to be characterized as enablers of mass murder and will continue to be so if they oppose reasonable restrictions on gun violence. you know, on friday, the same day as the tragedy that occurred in newtown, a maniac attacked an elementary school in china with a knife. he wounded 22 children but they all lived. they will all come home. the difference here is that the maniac had a gun and 26 people are dead. in china, he had a knife. 22 children were wounded but they're all going to be okay. it is our fault if we continue to let this insanity reign in this country. we know what to do about it. we have death by gun rates 15, 20 times more than any industrialized country. we know why. we have to stop this. >> ezra, there's a new "chicago trib" editorial out today by dick durbin talking about what will it take. what holds us back are political organizations that are well funded and continue to resist reasonable limitations. there is a parallel between the gridlock in washington and the erie silence in congress

correct and partially wrong. it looks like the nra's proposal is a lot like exactly what happened after 9/11. immediately though grabbed any federal agent they could to throw them on the planes and later on they put together a really poorly implemented program to arm pilots. and not very many volunteered for the program. i can see the reality. look. he is right in some regard. if someone shows up at a school and there is an armed principal and armed guard clearly that is not going to happen it's unseasonable for starters. it is impractical. let alone the safety implications that come out of all of this. did it work in the skies though? >> well, could argue that it is working because there hasn't been an incident but it looks like every time an american aircraft that gets hijacked there hasn't been any air marshals or both planes that have in iad's on board most of them didn't have armed marshals on them and i don't think there were any armed pilots on them either. so, the air marshall program alone is a billion-dollar program. and the armed pilots program is a lot of the pilots believe it

of its first steps toward tougher gun laws and it comes as the nra is speaking out for the first time since the tragedy. dan lothian at the white house this morning. let's start with the white house before we get to what the nra is saying. what's the latest there? >> good morning, the latest development is later this morning, the president will announce he's tapping vice president biden to head up an interagency effort to try and come up with policies in order to address gun violence. the president will be making announcement in the white house briefing room. he will be joined by vice president biden. we are told by white house aides that this will be more about the process, rather than laying out any policies, but nonetheless this comes one day after the white house started getting a bit more specific about what the president would support. such as senator feinstein's effort to reinstate that ban on assault weapons. also measures that would address the issue of mental health. all of this coming as the white house has been getting a lot more pressure to come up with some action points
